Photon and Carthage are both extensions of research & development originally funded by the Small Business Innovation Research (SBIR) program. Hadron is also currently developing a SBIR-funded extension of Photon for Android-based Special Operations handheld devices.
SBIR data rights bestow upon it’s holder enormous benefits—namely, the ability to sell the technology to federal agencies on a sole source basis, and a monopoly on providing those capabilities to the government.
